The condition of coaches at PPL (or any consignment lot for that matter) spans the whole range from poor to excellent.
Dealers do NOT recondition coaches they do not own. So, yes, you have to be more careful with inspecting coaches that are sold "as is" vs those with a dealer warranty/dealer reconditioned. That also means you are likely to get a better deal/lower price on an "as is" coach.
