NADA shows average retail of $10,400 without adding for accessories. The unit you are looking at has a generator, low mileage, A/C,upgraded floors, and almost new tires from your description and pictures. There are probably other items we are not seeing.
Average is just that and for a twenty year old RV, not generally much. This one appears to be exceptional and far from average. Being worth 20% more than average for a very clean unit is not a big stretch when you are talking a low price twenty year old one. You may well look for a long time finding the equivalent.
Doc. fees are a fact of life at most every dealer today and I have seen them range from $99 to over a thousand. I would suggest you have the RV inspected by a professional and not get caught up on an ego trip but rather look at the deal in totality versus what else you have seen.
