To mssmith1199: People don't always get the same info. The 2006 CHP officer said the rack does not count and he knew it was for the scooter. But it is always fun and profitable to find new sources for information (that is my profession). What is the IT of "I read IT again and there are some exceptions"?
The CHP officer was correct. The rack does not count toward the 40' length requirement for getting the drivers lic endorsement. But the rack (since it is for carrying a load) does count toward the 40' length restriction on roads that have such a restriction.
And the "IT" was the California vehicle code. I am a retired cop, but my traffic enforcement days were many many years ago.
