Note the words "not recommended" nothing says prohibited.
What says prohibited is the vehicle code and the restrictions placed on the road by Caltrans. It's the responsibility of the truck drivers and of the drivers of motorhomes over 40' to know which roads are restricted regardless of what any signs may say.
