It costs millions of dollars just to develop a potential drug with absolutely no guarantee of success.

Agreed! Some would say it's great that Governments like Canada intervene to "negotiate" or fix the prices. But with most companies having an international presence all it does it forces them to raise the prices in non-regulated countries to cover the costs and a reasonable profit. If all countries regulated the prices to a point where it was non-profitable the companies would stop producing them. So in some ways the higher prices of drugs here in the US could very well be a reaction to the regulated prices in Canada - we are paying for the lower prices the Canadians (and others around the world) enjoy.
