Its true some states have been increasing the requirements for CCW. Some of its due to pressure from other states, to maintain their joint reciprocity agreements.
Since you're a non-resident of UT, you'll also find that some of the reciprocity states will not recognize your UT permit since you are a non-resident. (Colorado for example does not accept UT non-resident permits)
I don't know if there is an easy answer anymore, my CCW is from my domicile state of SD and every 3 yrs to get my renewal, I have to spend 30 days in SD. To me that's not a burden since I love camping in the Black Hills during summer.
