IMHO RVer come in three types. First is the owner who takes pride in there RV (and campsite) and maintains it (mechanically and cosmetically) with pride. RV can be a new Prevost or classic Scotty. Second is the RVer who does not care or is so financially strapped that they cannot maintain their RV (or campsite). They probably have to full-time in their RV and cannot afford to make repairs so they use tape, tarps, etc. The third is the RVer who cares but may not have sufficient resources to maintain their RV at their peak. There RV is probably 4-20yrs old and may look their age.
Most CG would love to have the first type. Most would not want to have the second type (unless the CG owner is also financially in trouble and cannot turn away the income). However the third type is too subjective and a CG owner that has to make a judgement on each case would prime picking for any lawyer wanting to file a suit. Defending against these takes resources so the CG makes Rules, By-laws, etc and has a lawyer review them against current laws and recent judicial intrepetations. Certainly being a CG owner is not the business for the faint of heart in today's "Me" environment. At least the RVer can choose to not use a CG or leave (or sue).
