You will receive a wide range of answers (and SHOULD).
Even on the same chassis, a shock that performs splendidly on a coach with lightly loaded axle will likely give a mushy ride if another 1,500 pounds is added. And one that performs splendidly on a coach with axles loaded to GAWR will ride rough on a lightly loaded one.
Just reflect back on the same issue in your car or pickup. Changing weight significantly really changes ride and handling. Sometimes for the better (loaded 1 ton truck vs empty), sometimes for the worse (car loaded to capacity vs empty).
The more information you post about what chassis and how it is loaded, the more accurate (for your needs) will be the answer.
