tahiti16, it's more than just exceptions. I think it's pretty clear that RV's are not listed in the exceptions. The issue (in my opinion) is about if RV's are included in the definition of "Use Vehicle." If they aren't in the original definition, then there is no need to specifically exclude them. Based on my research, I'm not convinced RV's are included in the definition. However, since this entire debate started over somebody in an RV claiming they got a ticket, at least some official in Arizona thinks they are.
