I think Lbligh's article hit the nail right on the head. And the way I understand it, this tax is for commercial vehicles. Vehicles that are being used for making money. Vehicles that are carrying passengers to make money would be buses, not motor homes, unless you are using your coach as a business, THEN it would fall into the taxation created by this state.

I think if you read Lbligh's article, it is very explicit.
