Class A with tag axle - beware of $1000. fine in AZ!

No you're not ready it correctly. :) Phrases and words used in laws will have specific legal meanings. A non-profit company or organization is a specific legal entity. All charities are non-profits, but not all non-profits are charities. The Boy Scouts are a non-profit so if they are using trucks to transport stuff around they are exempt from the extra tax.
