Class C 1994 Passport by Cobra engine troubles

I would start by replacing the fuel and air filter. Check the PCV valve or just replace it.
I believe Fords have several vacuum lines. Inspect them carefully as for their age could be rotted out.
1994 with only 27,000 miles shows that it will need new belts and hoses though that is not likely problem.
