Class C 1994 Passport by Cobra engine troubles

A hole in any vacuum line will cause loss of power, or at least lower power, possible poor shifting of the transmission, high pitched whine sound, and any other possible issues. Even having the air filter housing not securely installed will cause issues. Might be worth letting a local mechanic listen to it and give a check over, paying for his time might save you a lot of wasted guesses on parts and effort?
