Are the Salesman's switches ON? Usually just above the door.
BTW, if you had a battery grounded out, it would have smoked something. If you're measuring fully charged, then you have an open circuit somewhere. A solenoid that's not closed, or a blown fuse. Many RVs of that era had large resettable fuses in the BCC (Battery Control Center).
