I agree that pavers will probably settle over time. However, ALL concrete will crack eventually. Unfortunately, most concrete contractors just pour the stuff over the existing soil. I would dig down another 6-8 inches and add processed gravel or stone dust. It should be well compacted with a mechanical compactor or heavy roller. Concrete should be 6 inches, but be sure you get a mix that is rich in cement, not the usual junk these guys use for sidewalks.
