Diesel in Maritimes - not allowed to fuel at truck stops?

OK was just reading my Big Rigs Best Bets as I'm heading down to Nova Scotia in a couple of weeks. In the section on fuel stops they say that that in the Maritimes you need a commercial permit to ...

We just returned from a three week east coast trip and most of the truck stops do have card lock pumps but we did not have any problems getting diesel at the regular pumps. There were no problems getting diesel anywhere in Nova Scotia. The price was approximately 1.00 a liter. Fuel prices are updated every Wednesday night as per our friends in Halifax. Provincially regulated?
