As to licensing the Driver , that is a reciprocal agreement matter which is pretty much universal around the World. I can't find any Country that won't honour a valid Drivers Permit or License!
I was advised by a CHP officer when I inquired: California permits multiple trailers connected by non-fifth wheel hitches, within length limits (65ft overall I believe it is), brakes on all axles, being operated by a driver with a Commercial driver's license or equivalent class license from outside CA. Driver license class overrules type of hitch.
Other jurisdictions (like where we live) think a 5th wheel connection to the first trailer = instant capability to drive a 65ft long double tow regardless of driver license class. Own and commute with a Honda Civic all your life, go by a four fitty class twuck, "chip it for more power, a fiver, a flatbed with 2 bikes, a golf car, and a side by side and away we go.
and others "hang em all to get the guilty" - NO double tow regardless of driver license class / experience. You can be a 2 million mile accident free double 53 foot trailer / ultra heavy haul / log truck / passenger bus driver, but thou shalt not tow a 12 foot tinny boat behind a 21 ft RV trailer.
Makes you wonder why the authoritie$ haven't figured out the need for a RV driver$ licence cla$$. oh oh...
