Of course I can see that your situation is quite different from mine and you had to use a different method. Looks like a lot of work but I applaud your efforts.
As far as your neighbors method, I attacked if from the top, rather then the bottom because warm air rises and I felt that would improve the chances that more moisture would escape then if I'd left the window in situ and drilled holes in the bottom rail. Then I used silicon crystals to dry the air that was drawn back into the window as it cooled after heating. Even though I was in Mazatlan at the time and did the fix right there on the coast, it lasted two years before I had to repeat the treatment. Not bad in my mind.
Then, there are 2-3 companies that specialize in repairing these recurring problems with dual paned windows having moisture between the panes and they seem to do a really good job at a price many will appreciate. But, like you, I like to use DIY methods.
