Electric steps only retract with ignition turned on

I'm confused now :) in the dealer walk through, they said to flip the switch when you camp to lock the stairs out, so they don't retract every time you shut the door. That's how it worked the first few months I had it. If the switch was flipped, the stairs stayed out. If you didn't flip the switch, the stairs would extend when you opened the door and retracted when you shut the door.

So if it's working correctly, how do the stairs go in when you park it and aren't using it?
