Electric steps only retract with ignition turned on

I didn't test the actual switch but I used a 20amp fuse to hook the 2 wires together. It did nothing. With the ignition off and the power turned on or off (that switch at teh battery center) the stairs did nothing when I opened/closed the door.

I then tried with the ignition on and as before, the stairs worked and ignored that switch (to keep them from extending when you open the door.
