Electric steps only retract with ignition turned on

The purple wire coming off the controller is spliced into a wire, what does the purple wire do?

I just connected the 2 wires at the switch with a 20amp fuse, still only pulling a few amps at the wire wore in the plug

What I don't understand is those 2 wires at the switch read 0.00 when connected but 1 reads 6.5ish apart.
