My steps work the way you describe yours did in the beginning. I use the switch to keep the steps down when camped or parked and want them down.
With initiation off, switch one way allows the steps to fold up with door closed, switch flipped the other the steps stay down with door closed.
With ignition on, switch one way the steps extend with door open, switch the other way the steps stay up (retracted) with door open & it's one heck of a first step. :-)
