Electric steps only retract with ignition turned on

Ok so I tried using a power wire from one of the other switches, that tested over 12.6 and the stairs worked perfectly with the switch on and didn't work with the switch off (as it's suppose to). So the problem is the power wire coming into the switch that is only 6-7volts. I have no idea where that wire comes from, I can only trace it so far.
