Yes the generator can run and not have any load on it. I do not know if it is powering up anything, that is why I stated that maybe an electrician should look at it especially with the wires just hanging out of the 4x4 box.
As to the cost I would have no idea what it would cost. I myself do not charge my friends anything to fix their electrical problems. I wouldn't think that it would cost that much though to check it out and install a power cord. Now if something has been modified that is another story.
As a side note never use a cord with a double male plug. You can get killed with one. JMO
