The best RV park layout I've seen was a "never the twain shall meet". The front of the park was facing the highway and catered to people stopping for a few days. Cross a bridge over a lake, and one hit the seasonal section, and they had their own in/out that connected via a back road to the highway.
Pretty much the best of both worlds... the short term guests are in one section, the long term residents are well away, and there is enough separation between the two that there isn't much friction.
That is a good idea and there are a few like that in California. They maintain a section of the park for the daily renters and a different section for the long term people.
