Let's look at fact your removing Sat dish. Never going to put back or mount something else up there???
Maybe silicon up the bolts and put them back in. Put a layer of silicon over. You should be maintaining roof once a year minimum, so you can reseal as necessary.
Then if you need a mounting place for something on roof...wahla!!
