Exactly right- that unit is rated for 5,000 pounds maximum tow. The trailer in the O.P. is 2000 pounds over that, and the moho is overweight, too.
Sounds like that particular wheel position is just the "canary in the mine shaft" here- it probably doesn't matter what tires go on with that kind of overloading of the rig itself. Everything on it (axles, shocks, what have you) is designed for a specific load limit.
It seems to me that unless the weight comes down, going up in load range on the tires will only result in a DIFFERENT part of the rig collapsing under the load.
