I'm not trying to place blame, but has the fluid level in the park brake ever been checked?? I have talked to several owners that didn't know it had to be checked. And know of Ford service centers that when they have been asked to check it said they never heard of checking it. Sort of like the zerk fitting on the steering box a lot of folks don't know about and neither do some Ford service centers when ask to be sure they put some grease to it.
