My '99 is built on an F53. When I brought it in for my emissions test this past Monday (required where I live to renew our plates), I got it done at the Ford dealer. For the first time, a recall notice popped up that is cruise control related. It was my first time bringing it there, but when I bought it three or four years ago, I brought the VIN in to check for any recalls and there were none, so this is recent. I didn't ask exactly what the symptom of the problem was, but it was related to cruise control, an electrical connection/switch that was accessed by the hood (not the doghouse) in front. 5 minutes and it was done just after the emission test was complete. Might want to give a dealer a call and ask them to run your VIN.
