Having been in the repair business at the dealership level I can give you numerous scenarios but I will stick with one. It may very well be that Ford, due to parts shortages or other stipulations within the recall, will only ship parts after the vehicle is in a dealers possession. If this were to be the case this stipulation may have been demanded by the supplier of the original pieces being recalled. This is only one of the many possibilities and this forum does not have the space for me to list all of the possibilities I have witnessed.
