Mrwizard wrote that the fuel leak is on the rounded end of the pump, this being the governor end, check the fuel lines above that for a leak as there in no fuel in the governor, only oil. all of the fuel is in the area where the 6 fuel lined come out of the top of the pump in a straight line and go to the injectors the pic. shows as #10 that is #1 inj. line the others go to @2 3 4 5 and 6 injectors. #6 in the pic is the supply line from the filter and #12 is the return line. with the engine not starting it sounds like the engine has lost it's prime from a loose or cracked line. the high pressure lines from the pump to the injectors have a lot of clamps that must be in place to keep the lines from cracking from vibration, if any are missing they need to be installed properly
