Run the current from the dash through a switch in the engine compartment. For the engine to run, both would need to be on. The engine could be shut off by either switch being switch to "off" or the open position. To start from the engine compartment, the key on the dash would have to be in the "on" position and then the starter solenoid could be engaged with a momentary "on" switch. It could not be started from the engine compartment without the key also being in the "on" position. That would maintain a safty level.
Ok, I'll have to find the wire in the electronics bay that supplies current to the front key switch.
