i HAVE A 2000 Discovery mod 37V, I have no 12V to the cigar lighter. It is located on the floor between the driver and co-pilot. I have traced the wires to the fire wall and there are no fuses present...

Have you checked DC fuse panel on the end of the bed? Next to the AC circuit breakers.
There is on some a fuse block adjacent to the gas pedal.
