Gen won't start, lights don't work unless on shore power

Test at the battery, a light fixture, at the converter, post voltages. Check the voltage at first 12 volt breaker by putting red on a terminal and the black on the frame. Check both sides of the breaker. Is the battery disconnect inside or out? Check voltage there also. Post results.
