Generator Hunting Under Load

I searched on this subject but haven't found an exact duplicate of my problem.

It's a Onan 6.5 installed in an '84 Allegro. I assume it's original or close to it (it's obviously been remove or replaced, but it's definitely "vintage"). It only has about 200 hours on it according to the hour meter.

I can run both A/C units fine until one shuts off. It's okay until one of them tries to fire up again and then the generator surges/hunts. Sometimes it recovers, but 99% of the time it won't. I need to shut off one A/C unit for it to smooth out again. When it does this, it's running really rich - I can smell it. I think it might be running rich in general as it fills the rig with that rich smell. It doesn't smoke, but I can smell the exhaust in my clothes as I type this.

If I grab the governor rod and steady it, it will stop surging and run great. When I let go, it goes back to surging.

I've read about weak governor springs as they age. Is it that simple? Or should I take the carb off and give it a once-over?
