Generator runs but no power?

Ok the Gen is a generac 5500
I have flipped the 2 breakers off and then back on.
Change the fuse out. Even tho there wasnt anything wrong with it.
Ive tried unplugging the black power cord from the gen. No power to the rv plugged it into the outlet no power to Rv. and ive tried an ohm meter. the ohm meter only showed 26.7 with the meter set at 200volts the other option on it was 700v
Gen starts right up no problems.
Starting to look like its going to the shop.
Just not sure what shop it should go to.
Thinking it has to be an RV to figure out if its something other than the gen?
P.S. Not and electrician or even close to one. dont know what im doing with electricity. All I know is it hurts when your wrong so I stay clear.
Any other Ideas or Ideas where to go in Fresno area?
