Yes, CW has a special relationship with Goodyear and will preferably sell that brand. CW sells one brand of other products as well, where the are two or more competing suppliers. In this respect, no different from big box stores in other market segments.
Goodyear tires are as good as anyone elses, at each price point. The silent armor is an all-steel LT tire available in 16" sizes, equivalent to XPS from Michelin.. Bridgestone also sells an equivalent tire, but not under their Firestone brand. Any other brands, best tire is at level of Wrangler, Transforce, LTX, and for most brands, at an even lower price point and build weight. Evem so, these cheaper tires are popular in fleet use, urban delivery particularly, where speeds are low and tires wear out quickly.
Last time I bought tires I chose the XPS. Rather than a rebate, deal was buy three, get one free, at time of sale.
