Guardian generator 65G

I have a Guardian generator in my 05 Gulf Stream. The fuel pump keeps running after I shut it off then it blows the fuse.I unplugged the fuel pump and put a fuse in it to see if the pump was bad,but I hear other relays clicking like they want to start.I can only guess its the control board but dont know for sure. Has anybody else had a similar problem? The control boards are rather expensive and I dont want to spend that much if its not the problem.
