Heat pump working at 28 degrees ambient
I did an experiment with my heat pump tonight. Wanted to see at what temp it would switch to the furnace. It is down to 28 right now and the heat pump is still running blowing 104 degrees out the vent...

Ah, ok! That makes sense.
One thing though, I wouldn't put a lot of stock in the effectiveness of your heat pump based on the thermostat being only set at 40. Just because, you are asking a whole lot less of the heat pump to heat the air from 28 to 40, then if you were trying to heat it from 28 to 70.
I am not saying that it won't work...it very well might, just that your parameters may be a little skewed in this particular experiment...
