Without seeing photos of your current RV garage, it's really hard to make any perfect suggestions. We know you can't go up because of the bedroom above the garage. And since we don't know the elevation of the garage floor in relation to your driveway and yard it makes it tougher to make a good suggestion. But, I would consider excavating the existing garage floor, including removing and lowering the driveway approach to your garage. This may require some work for the drainage away from the garage, but french drains and swimming pool grates can be installed to deal with the water. A good concrete contractor could give you the best advice on how to fix the problem. As I tell my customers...."You just need a new home"!
