Have you searched for a Harney owners group? Most motorhome groups have at least one tech-savvy member.
Also, at least for Safari models (it is my understanding that both Harney and Safari were built the Magnum chassis through those model years) there were complete model numbers-- S24E250 Blue Streak for example for the 1998 Safari Sahara. You may find the exact same chassis under a Safari and be able to get information on your chassis there.
In the absence of any better information on ride height, I would set it such that the shocks are 1/2 way from compressed to extended length. That should put you in the ball park. Said another way, if the shocks only have 2" of travel between inflated ride height and totally compressed but 4" on extension, I would raise ride height.
