Some thoughts and concerns..
One: make sure the bicycles do not obstruct the police officer's view of your license plate (On my RV that required moving the plate)
Two: If you mount on the RF, use Blue-Ox Hitch Immobilizer on the splitter to RV and you may wish to use it on the Bicycle carrier to splitter.
Three; They make bicycle carriers designed to slip over the portion of your towing hitch adapter that sticks out of the receiver.. See above comment.
Four: If you put a hitch on the towed.. Then you go somewhere where you'd like to park the towed and ride the bicycles (Say a nice park with bike trails) no problem.. You can do it. See comment #1.
