Hot water outlet on WH Tank (top connection) most likely has a check valve in it (unless you have a hot out shutoff valve)
That check valve is a cheap plastic plunger/spring/o-ring assembly and when they fail (clog up from calcium/scale or o-ring gets dislodged) no hot water flows out of WH Tank
