I'm assuming the parking brake was on and the transmission was in natural. At this point, I'd suggest checking the relay. My relay was in the electrical bay and would occasionally stick before being replaced.
Finally, check the ground wire to the chassis from the pump. Just take it off, clean it up and reattached it.
