This may or may not apply to your furnace, but...I had a propane space heater in my garage a few years ago with a small tank and regulator outside. Way too often in cold weather the regulator would literally freeze up. I had to remove it and take it inside to thaw out before it would work. Yes, it had to be pretty cold for that to happen. I still don't know what caused it. Maybe moisture in the tank? It was a brand new 100# tank, so I don't where the moisture came from. Just trying to throw something out there from my experience that may help.
