Can you determine the source of the propane smell in the coach-- is it in the area of the oven, water heater, furnace or furnace vents.
Clearly you need to locate the source. If it is the furnace vents, the chamber is likely cracked or rusted, signaling the end of the life of the furnace without a rebuild.
And battery voltage can certainly be enough for the fan to turn, but not sufficient to close the sail switch which signals the furnace PC board to open the propane valve and spark the igniter. Other causes of this are obstruction in the air return for the furnace, furnace vents closed, duct crushed, etc.
I would sure verify voltage at the furnace and tell us how far into the heat cycle you get. We know the fan comes on. Do you hear the igniter? Feel/hear the click of the propane valve opening? Smell propane from the exhaust.
Another issue may be that cold temperatures have caused poor conductivity of wire(s) to the PC board. Sure worth disconnecting and cleaning with electrical cleaner or if you don't have any, a soft pencil eraser.
Again until you identify the source of the propane in the coach, all else is on hold.
