I replaced the air bags in my 96 Rexhall Aerbus this summer. I jacked the front up and removed the tire to do it. It was a miserable job and I could not see doing it without the rv being lifted and the tire removed.
That's just my experience. That being said, it really improved my ride and handling and cost me less than $100 to do.
