Right. The older low pressure pumps used an Archimedes Screw design.
You can see where (if the bottom end of the tube in the pic was fully submerged) you could put a suction hose over the top and pull liquid through it.
I found this out from another forum when I was adding a generator to an old Class C that didn't have generator feeds off either of its tanks. Somebody told me the generator's fuel pump would pull fuel through an in-tank pump (of that vintage) even when the in-tank was not running. He was right. Ran that way for years.
The "turbine" or "vane" pumps don't let you do that.
