Unfortunately this is the "normal" for a lot of insurance companies. They will always try to get the customer to accept less.
Why not ask them to provide you of the name of a shop that will do the work for the hours stated by the insurance company? If they have a nearby shop, then ask them to foot the towing bill to get there. If they do not have another shop, then have them talk directly with the shop mechanic.
