Maggots in pipe that flushes into toilet...

Your problem here is that the pipe from the toilet to the black tank is not "clean". You need to buy a Toilet Wand. Run it up and down the inside of the pipe to clean all the "stuff" that is sticking to it. you are probably experiencing an unpleasant odor too.
